Why Σ4

Prices are set by Habanos list prices and grey-market dealers, with little secondary discovery. Boxes need humidity-controlled storage and are vulnerable to counterfeits. Sanctions and US import rules restrict who can buy and sell.

A luxury product rolled by hand in four countries, sold through a state monopoly on one side and a tariff-exposed private industry on the other. This page covers the structure of the trade, Cuba's repricing and supply collapse, the sanctions case that has fractured the world's largest cigar business, US regulation, and the Gulf's position as consumer, distributor and, since 2025, owner. Compiled 16 September 2026. No prices are carried as live values.

IStructure of the trade

Two industries that share a product and almost nothing else.

The premium cigar world is split by the US embargo. On one side, Cuba: a state monopoly on growing, rolling and export, sold worldwide except in the United States through a 50/50 joint venture, Habanos S.A. On the other, the "Big Three", Nicaragua, the Dominican Republic and Honduras, which between them roll nearly 98% of the handmade cigars imported into the US, the world's largest market.12 Nearly all handmade cigars sold in the US are rolled abroad; more than 99% by one industry estimate.13 High

Diamond parallel: Cuba is the De Beers of this market, a single-origin producer whose brand rests on an appellation (the "Habano" is a Protected Appellation of Origin1), that sets price through a sole distributor, and that has spent the last four years managing scarcity upward while its physical output halves. The Big Three are the rest of the pipeline: private, volume-driven, and exposed to tariffs rather than to a monopoly's pricing decisions. Hyp

Since January 2026 a de facto US oil blockade has cut fuel to the island; the national grid has collapsed three times this year, the Havana factories cannot run reliably, and distributors report diminished or absent shipments.9 6 Industry leaders say the sector needs an 18-month reserve of leaf and finished cigars to protect exports; it does not have one.21 The Festival, which generated tens of millions in spending each February and is where results are announced, did not take place in 2026.5 High

IIIOwnership and sanctions

Who owns the other half of Habanos, and why it matters to a compliance officer.

2008
Imperial Tobacco acquires Altadis for €12.6 bn, inheriting the non-Cuban 50% of Habanos S.A. and the world's largest handmade cigar business.20
27 Apr 2020
Imperial agrees to sell the premium cigar business for €1,225 m: the US arm (Tabacalera USA, Altadis U.S.A., JR Cigar, Casa de Montecristo) to Gemstone Investment Holding for €185 m; the rest of world, 50% of Habanos S.A., 50% of Altabana distribution, stakes in every local Cuban distributor, the Tabacalera de García and Flor de Copán factories, VegaFina, to Allied Cigar Corporation for €1,040 m. Buyers undisclosed.16 17 19
Nov 2021 – Jan 2023
Alvin Chau, the Macau junket operator linked to one of the buyer's shell companies, is arrested and later sentenced to 18 years for illegal gambling and money laundering.19
2022
Radio Free Asia reports that the main shareholder is Chen Zhi, founder of Cambodia's Prince Group.19
24 Oct 2025
US Department of Justice unseals an indictment against Chen Zhi for running industrial-scale "pig butchering" fraud from forced-labour compounds; 127,271 bitcoin worth $14.7 bn seized, the largest forfeiture in DoJ history. OFAC sanctions Chen, associates and over 100 entities, including Simply Advanced Limited (BVI), which owns 57.1% of Allied Cigar Fund, hence 28.55% of Habanos S.A.19
Nov–Dec 2025
Altadis U.S.A. halts purchases from Tabacalera de García and Flor de Copán under US law; c.2,000 Dominican factory jobs at risk; production shifts to AJ Fernandez and Plasencia in Nicaragua. Turmeric Capital, a fund described as connected to a UAE ruling family, emerges as majority owner of Tabacalera USA. Tabacalera confirms Chen as majority shareholder and says minority partners are pursuing his "total dissociation".19 22
Jan 2026
Chen Zhi is arrested in Cambodia and transferred to China, where he faces the death penalty. Interpath Advisory is appointed provisional liquidator of 30 BVI companies including Simply Advanced. Sweden cancels the tobacco licence of the Nordic Cuban-cigar distributor.23 24
Feb–Mar 2026
Tabacalera S.L.U., the Spanish operating company holding the Habanos stake and both factories, files for pre-insolvency; Spanish press reports the aim of reducing the Hong Kong holding company below 50% and then 20% to escape US and UK sanctions.25
May–Jun 2026
Hong Kong High Court freezes HK$8.94 bn of Chen-linked assets, including Allied Cigar entities whose main bank accounts are in Hong Kong; a New York bankruptcy judge recognises the BVI liquidation. Any sale of the stake now requires coordinated rulings from BVI, New York and Hong Kong courts.24 26
Sep 2026
5th Avenue, the German-Austrian Cuban-cigar distributor (56% owned by the Cuban state and Tabacalera), files for insolvency citing a "compliance and sanctions review affecting one of our shareholders". Habanos S.A. has not publicly commented.27

More than €175 m of profit has flowed upward since 2021, the financial counterpart of the 2022 repricing, and the reason the increases are unlikely to reverse whatever happens to the shareholding: the Cuban state's need for hard currency is unchanged.19 High

MLRO reading: this is a textbook beneficial-ownership failure. A €1.2 bn luxury asset changed hands in 2020 with the buyers never named; the ownership chain ran BVI → Cayman → Hong Kong → Spain; the ultimate owner was publicly linked to a convicted money launderer within eighteen months and identified by investigative journalism within two years; and the trigger for action was a sanctions designation five years after closing. Every Cuban-cigar distributor worldwide, including the Gulf's, has had a sanctioned person as an indirect shareholder since October 2025, and the exposure only surfaces at the point a bank, licensing authority or counterparty screens the chain.19 27 28 Bank de-risking (HSBC's reported release of the Asian distributor) preceded the formal designation.28 Med

Nicaragua accounts for c.60% of US premium imports; Dominican shipments fell 12% in 2025 and Honduras rose 11%.11 In Q1 2026 Honduras (17.2 m) overtook the Dominican Republic (15.6 m) for the first time, a shift industry observers attribute in part to the Tabacalera de García disruption described in Section III.15 Through May 2026 total imports were down 2%, with Nicaragua −4%, the Dominican Republic −11% and Honduras +16%.13 High

Tariffs

Since April 2025 a shifting US tariff regime has targeted exactly the three countries that roll America's cigars. Industry estimates put the cost at $0.50–$2.10 per cigar, or $12.50–$52.50 on a box of 25, in a zero-tobacco-tax state.13 Cigars were exempted from increased tariffs on Nicaraguan goods announced in December 2025.19 The volume data suggest the market has proven resilient but not unscathed. 15–16 Apr 2026Judge Mehta reaffirms the vacatur and retains the original definition, "(hopefully) the final chapter"31 32Premium cigars outside FDA's regime; flavoured and machine-made cigars remain inside

The court's definition includes cigars wrapped in whole tobacco leaf, containing at least 50% long-filler by weight, made only of tobacco, water and vegetable gum with no other additives, and weighing more than six pounds per thousand units.32 Elsewhere: the UAE applies a 100% tax on cigars33; Ireland is considering a generational tobacco ban.13 Med

Market weightThe UAE was described as 50% of the Gulf cigar market; the Middle East was one pole of a "tri-polar" Habanos market with Europe and Asia before the post-2020 tilt to East Asia33 19Med (UAE figure is dated)
OwnershipTurmeric Capital, described to trade press as a fund connected to a UAE ruling family, not a sovereign wealth fund, became majority owner of Tabacalera USA in 2025; its founder Ravi Thakran and Palm Sports CEO Fouad Darwish joined the board of the Hong Kong entity above Allied Cigar in August 2025. Rumours of a Middle Eastern buyer for the Habanos stake have circulated since 202019 23Med
Illicit tradeCounterfeits and parallel imports are a long-standing problem; three UAE shops were closed for selling fakes and Habanos calls cigars Cuba's third-largest foreign-exchange earner after tourism and nickel33Med (dated source)
For a UAE-licensed business, the compliance question is concrete: the regional distributor and every Casa del Habano franchise sit downstream of a company in which a sanctioned individual holds 28.55% through a chain now under liquidation in three jurisdictions. Screening should trace ownership to Allied Cigar Fund L.P. and Simply Advanced Limited rather than stopping at the Cypriot or UAE operating entity. If a Gulf buyer ultimately acquires the stake, the same chain becomes the due-diligence file. Hyp
