Since last update

ICSG's 14 October forecast puts 2026 in a 104 kt surplus and 2027 at 368 kt; its April revision to surplus was missed at launch and the −150 kt headline carried here is corrected below.19 LME three-month $14,407.50 on 16 Oct and COMEX $6.56/lb, +32% on the year and ~5% below the 9 Sep record.2322 The US refined-cathode tariff decision lapsed on 28 Sep with no announcement; the COMEX premium has collapsed from over $3,000/t to ~$310 while US warehouses hold ~70% of visible exchange stock.2829 Grasberg's mill is at 67%; full capacity is now early 2028.2625

Why Σ2

Exposure runs through LME and COMEX futures or ETFs, which are priced continuously and exit within days. Holding through futures carries roll costs and contango risk, the one material limit. Physical cathode is impractical for most portfolios.

The energy-transition bellwether after a year in which the world's second-largest mine flooded, the forecast surplus became a deficit and then a surplus again, the metal set a record, and the United States put a 50% tariff on semi-finished copper while leaving cathode in limbo. This page covers the balance, the disruption ledger, supply and refining concentration, the corporate consolidation and the policy layer. No prices are carried as live values.

Correction, 19 Oct 2026. From launch to 5 October this page carried ICSG's October 2025 forecast of a 150 kt 2026 deficit, "the first structural shortage since 2009", as current. ICSG had replaced it with a 96 kt surplus in April 2026 and a 104 kt surplus on 14 October. The error was one of timing: a six-month-old forecast was carried past its revision. The headline figure, the table above and the intro are restated; the analyst deficit forecasts below it are retained as dated house views.20 19

The paper surplus and the record price coexist because stock is maldistributed, not abundant. Macquarie counts visible stocks up 300 kt in 2026 worldwide, all of it the US build; everywhere else they are down 168 kt.31 Med The 2026 benchmark treatment charge settled at $0/t, from $21.25 in 2025, with spot concentrate TCs near −$127/t at end-June: smelters are paying miners for feed, which is why refined output growth is 0.4% while mine output grows 1.6%.30 20 Med

A 100–370 kt swing either way is under 1.3% of a c.29 Mt refined market, but with inelastic demand the marginal tonne sets the price for the whole market, which is why the metal set records in 2026 while Chinese demand was described as muted.5 10 Med Chinese smelters, short of concentrate, cut production; one analysis puts the refined deficit above 350 kt if a 20% Chinese cut persists through Q4 2026.3 Low

Discrepancy logged: Benchmark's "c.591 kt" of lost Grasberg output (Sep 2025–Dec 2026) and Goldman Sachs' "525 kt total mine-supply loss" (c.260 kt 2025, c.270 kt 2026) measure similar things on different bases; Freeport's own guidance cut was 600 million lb (c.272 kt) for 2026 alone, with Q4 2025 sales "insignificant". All three are shown; none is reconciled. Benchmark's later figure for 2025 alone is 278 kt, 1.2% of world mine output.1 2 7 26 Med

Price, recorded 19 October 2026

LME three-month closed $14,407.50 on 16 October; the LME Official was $14,595.23 24 COMEX $6.56/lb the same day, +31.9% on a year earlier and +15.2% year to date, 4.7% below the $6.89 record of 9 September.22 High The LME record cash close remains $14,737 on 8 September.18 The 14 October CPI print and renewed rate-hike pricing knocked the metal back mid-month before it firmed on supply risk.28 Med

IIThe 2025 disruption ledger

Why a market of 23 Mt turned on a handful of mines.

Anglo American cuts Chilean guidance to 390–420 kt; Cochilco's Chilean baseline holds near 5.5 Mt, masking mine-level fragility.5

May 2026
Freeport Indonesia pushes full capacity to early 2028 from end-2027, citing logistics and ore-handling work; output at 40–50%; targets 65% in H2 2026 and 80% by mid-2027.25
8–9 Sep 2026
LME record cash close $14,737/t; COMEX record $6.89/lb.18 22
2 Oct 2026
Grasberg mill throughput reaches 67%; phased timeline reaffirmed.26

The structural point is concentration: the twenty largest mines supply 36% of the world, most are ageing, and no new mine replaces them; Benchmark's phrase is "the sector's dependence on a small group of major mines".1 10 High

Discrepancy logged: China's refined output is given as 14 Mt / >48% for 2025 and 12 Mt / 44% for 2024 by different compilations; both are consistent with growth between the years and are shown with their dates.10 9

Diamond parallel: the same Anglo American restructuring runs through three issues of this series, copper is what Anglo chose, platinum (Valterra) is what it spun out, and De Beers is what it sold. VPolicy: tariffs and critical-mineral status

The United States taxes its semi-finished imports and leaves cathode undecided.

Chinese export flowsRefined exports +1,100% year on year in Nov 202512Med

The tariff protects a refining base that is shrinking: domestic refined output fell an estimated 9–10% in 2025 on maintenance and grades, and recycled copper covers roughly 30–35% of US supply.13 The undecided cathode tariff has done the real work: the threat alone pulled 1.6 Mt into the US, where it sits stranded, while the rest of the world runs on about 300 kt of exchange stock. Med

Correction, 19 Oct 2026. The launch text described the 50% Section 232 tariff as applying to "cathode, refined copper, alloys and defined downstream products". Refined cathode has been exempt since the August 2025 proclamation; the 50% rate covers semi-finished and derivative products only. The row is restated and the cathode decision is tracked separately.28 29
