The two-tier market has inverted: ex-China NdPr now trades below the Chinese benchmark and below the $110 floor. Three weeks to the 10 Nov pause expiry, no extension announced.22Med
There is no exchange and no roll. Supply is sold under multi-year offtake agreements between producers and magnet makers; Arafura's Nolans contract runs five years at 850 t of NdPr a year, and the US floor for MP Materials runs ten. A private holder of oxide has no such counterparty and no stated horizon.2829DerivedMed
Exit depth · physical oxides and metals
RoutesSale to a separator, metal maker or magnet producer, almost all in China; a few specialist dealers sell small lots to private buyers and offer buy-back at their own quote. No listed physical vehicle; equities are the practical proxy.30MedActivityPrice reporting rather than turnover: SMM quoted Pr-Nd oxide at RMB 738,000–740,000/t on 21 October 2026 and recorded one enterprise selling 30 t that day. Western dealer quotes for the same material run $180–240/kg, roughly double the Chinese benchmark.2829ReportedMedCostThe spread between the Chinese benchmark and the ex-China dealer price is the exit cost for a private holder: buy at the dealer tier, sell back at a discount to it. Chinese export licensing, in force since April 2025, governs whether material can move at all.2930DerivedMedTimeWeeks to months to find an industrial counterparty for a non-standard lot; dealer buy-backs settle faster at a wider spread. Offtake deliveries are scheduled by contract, not by the holder.DerivedLow

Since last update
Benchmark assesses ex-China NdPr oxide at $95/kg CIF Europe and North America, below the Chinese domestic price (~$107.5) for the first time in the series, as new Western separation output meets thin demand; the 63% ex-China premium carried here since March is withdrawn.22 SMM Pr-Nd oxide $97.30/kg on 30 Sep, a third cycle under the floor; the CRIA index rose to 263.6 on 9 Oct.2324 As of 11 Oct, Beijing has not extended the suspension of the October 2025 controls past 10 Nov; MOFCOM's 28 Sep statement extended US trade arrangements to 10 Jan 2027 without mentioning rare earths.19
Why Σ3
There is no exchange benchmark. Chinese domestic quotes and the US-floored ex-China tier diverge. Physical oxides and metals can be held, but buyers are few and specialist, and Chinese licensing governs flows. Exit depends on finding an industrial counterparty.

Seventeen elements, one refiner. China mines roughly 70% of the world's rare-earth oxides and separates over 85%, and 98–99% of the heavy elements that make a permanent magnet survive heat. Its 2025–26 export-licensing regime is the most consequential commodity policy of the decade. This page tracks price structure, concentration and the ex-China build-out. No live price is carried.

The heavy-element dependency has a second layer: an estimated 70% of China's own dysprosium and terbium feedstock is ionic-clay ore from Kachin State, Myanmar, so disruption there transmits directly into global heavy prices.7Med Reserves are less concentrated than output, China holds 44 Mt of an estimated global base that also includes Brazil, India, Australia and Vietnam.1
IIPrice structure
Two markets: the Chinese domestic benchmark and an ex-China tier anchored by a government floor. The ex-China tier flipped from premium to discount in August 2026. Historical points only.
$111.5
NdPr oxide 2026 high, 25 Feb 2026 (SMM), after a Q1 rally of c.105%; consolidated to c.$104 within weeks High34

$95 vs $107.5
NdPr oxide ex-China CIF vs Chinese domestic, Aug 2026 (Benchmark): a 12% ex-China discount. In March the same comparison was $184 vs $113, a 63% premium High223
The $110/kg Department of Defense floor for MP Materials (with profit-sharing above it) was set at roughly double 2025 market levels; it now functions as both floor and soft ceiling for Western buyers, who will not pay materially more when contracted supply is available near it.36 In Q1 2026 nearly half of MP's revenue reportedly came from the price-protection agreement rather than market sales.8Low
Q3 2026, recorded October. The floor is now doing real work. The SMM Pr-Nd oxide benchmark stood at $96.69/kg on 5 September, below the $110 floor for a second consecutive cycle; dysprosium oxide was $191/kg and terbium oxide $884/kg.16 MP's Q2 price-protection income was $17.6m, and it guides Q3 NdPr sales in the high $90s with roughly $10/kg topped up by the government.18Med
Q4 2026, recorded 19 October. The ex-China tier has inverted. Benchmark Mineral Intelligence assessed NdPr oxide at $95/kg CIF Europe and North America in August, below both the $110 floor and the Chinese domestic price of RMB 721,500/t ($107.5/kg): new Western separation output is chasing limited qualified-magnet demand, and the floor, which also covers Lynas, now insulates producers from a downturn rather than a shortage.22High SMM Pr-Nd oxide (series OX-001) was $97.30/kg on 30 September, with Pr-Nd alloy at $133.44/kg; the China Rare Earth Industry Association index rose to 263.6 on 9 October with NdPr oxide at ¥729.8–749.8/kg, while small-lot terbium transactions were reported above $12,000/kg against falling published assessments.2324Med S&P Global assessed NdPr oxide at $125/kg CIF North America on 31 March and near $120/kg at mid-2026, and estimates that $75–80/kg would sustain 27,000 t of output across more than 20 projects, which is the number the glut argument in Section IV rests on.25Med
Discrepancy resolved, 19 Oct 2026. The July 2026 print above $120/kg17 that conflicted with the $111.5 2026 high is confirmed as series selection: SMM publishes a Pr-Nd oxide benchmark (OX-001, $97.30 on 30 Sep) and a separate "(PM)" series (OX-101, $110.03 on the same date); S&P Global's $120 mid-year figure is on a CIF basis.2325 This page carries OX-001. The $111.5 high stands for that series.
Rough-diamond parallel: a producer-set price with an offtake guarantee is a sight system with a sovereign as the sightholder. It stabilises the producer and delays price discovery. The natural diamonds page documented what happens when the guaranteed buyer's willingness to hold inventory ends; here the buyer is a defence ministry with no balance-sheet constraint, which makes the floor more durable and the market signal less informative. 4,440 tpa NdPr design, c.4% of world supply; a second sovereign floor
Aggregate allied separated NdPr capacity is estimated at 3,500–4,500 tpa against US defence and semiconductor demand alone of 5,000–10,000 tpa REO-equivalent.8Low Bloomberg Intelligence projects China's NdPr share falling from c.90% (2024) to 69% by 2030, while a global NdPr shortfall of up to 36% by 2030 remains possible.12Med Western cost disadvantage is cited at 2–4× ($40–60/kg vs $15–25/kg in China), with 5–7-year facility timelines.6Low
Glut risk is real, and has arrived in the light oxides first: ex-China NdPr fell below the Chinese price in August 2026 as Western separation output outran qualified magnet demand.22 Several analysts expect a regional surplus of light oxides and magnets by 2027–28 as Vulcan, Neo and others commission, exposing new plants to Chinese price cuts unless floors and offtakes are extended.5 The cure for high prices is high prices, the 2011–12 rare-earth bubble ended exactly this way. The heavy elements (Dy, Tb) remain the opposite case. Med
VGulf angle
Capital and free-zone infrastructure, not geology.
The Gulf has negligible rare-earth geology but three relevant assets: sovereign capital able to fund ex-China separation plants at a cost of capital Western juniors cannot match; free-zone trading and vaulting infrastructure already used for gold and diamonds; and neutral-jurisdiction positioning between the US price-floor bloc and Chinese supply. DMCC's Future of Trade 2026 critical-minerals brief explicitly frames refining concentration and export controls as a trade-hub opportunity.13Med
The plausible Gulf role is the one it plays in gold: a warehousing, tendering and financing centre for separated oxides and magnet alloys, rather than a producer. The tender model from rough diamonds, sealed bids on graded parcels, is directly transferable to a material that currently trades on opaque bilateral contracts and a Shanghai benchmark. Hyp
